DOME: Public Campaign Funds Flow as Frost Backs Jolly and Fishback Stays on Ballot

Florida’s gubernatorial primary entered its final three weeks with another round of public campaign financing, a prominent Democratic endorsement and a court decision preserving the Republican field.

Meanwhile, questions surrounding state wildlife officials’ searches of critics through a restricted driver-information database add a government-accountability issue to today’s briefing.

Florida Distributes $2.8 Million in Public Campaign Funds

Florida has distributed more than $2.8 million in taxpayer-funded campaign matching money to candidates for governor and attorney general, according to records published by the Florida Division of Elections.

The July 24 distribution included:

  • David Jolly: $228,875.17
  • Byron Donalds: $65,550.65
  • Jay Collins: $31,677.20
  • José Javier Rodríguez: $18,274.68
  • James Uthmeier: $2,670.48

Cumulative distributions now total approximately $1.53 million for Jolly, $727,901.58 for Donalds and $150,140.42 for Collins.

In the attorney general contest, Rodríguez has received $259,171.38, while Uthmeier has received $144,780.84.

The money is separate from ordinary campaign contributions and political-committee fundraising. Florida’s matching-funds program provides public money for eligible contributions from state residents.

Participating candidates must agree to campaign spending limits and submit their campaign accounts to a post-election audit. The state’s 2026 expenditure limit is approximately $27.14 million for gubernatorial tickets and $13.57 million for Cabinet candidates.

No public distributions were listed for candidates running for chief financial officer or agriculture commissioner as of July 24.

Maxwell Frost Endorses David Jolly for Governor

Democratic U.S. Rep. Maxwell Frost endorsed Jolly in Florida’s gubernatorial race, giving the former Republican congressman support from one of the Democratic Party’s most prominent progressive voices.

Frost said Jolly’s willingness to listen and work with people demonstrated the leadership Florida needs.

The endorsement is politically notable because Jolly spent much of his political career as a Republican before joining the Democratic Party. Frost, by contrast, has become a leading national voice among younger progressive Democrats.

His support allows Jolly to argue that his coalition extends across different parts of the Democratic electorate as the Aug. 18 primary approaches.

Jolly’s campaign thanked Frost for the endorsement and described the two as partners in building a broader political coalition. Those statements represent the campaign’s characterization of the endorsement.

James Fishback Remains on Republican Primary Ballot

Republican gubernatorial candidate James Fishback will remain on Florida’s primary ballot after Leon County Circuit Judge David Frank rejected Lt. Gov. Jay Collins’ attempt to disqualify him under the state Constitution’s seven-year residency requirement.

Collins relied on records showing that Fishback registered and voted in Washington, D.C., purchased a condominium there, identified it as his principal residence on mortgage paperwork and received a District homestead tax benefit.

Fishback testified that he never intended to abandon Florida as his permanent home.

Frank concluded that Collins had not presented sufficient evidence to overcome the legal presumptions supporting Fishback’s continued Florida domicile and eligibility.

The ruling was limited to Fishback’s ballot qualification. It did not independently determine the legal effect of his Washington voting, mortgage and tax records outside the residency dispute.

Collins may appeal, but the election calendar is compressed. Vote-by-mail voting is underway ahead of the Aug. 18 primary.

FWC Driver-Database Searches Raise Privacy Questions

The Florida Fish and Wildlife Conservation Commission is facing questions over agency employees’ use of the state’s restricted Driver and Vehicle Information Database, known as DAVID, to search for information involving wildlife and environmental advocates.

The agency has said the searches were conducted for legitimate public-safety planning. Critics, however, have questioned why their driver information was accessed after they publicly challenged wildlife policies.

The available records establish that searches occurred, but they do not by themselves establish an unlawful purpose. Determining whether individual searches complied with state and federal restrictions would require examining the documented justification, authorization and use connected to each query.

The issue raises broader questions about oversight of sensitive government databases and the safeguards protecting Floridians whose information is accessible to law-enforcement agencies.
