SURFSIDE — The collapse of Champlain Towers South did not happen suddenly in the early morning hours of June 24, 2021.

According to a final report released Monday by the National Institute of Standards and Technology (NIST), structural failures that ultimately led to the deadly disaster began developing weeks before the 12-story condominium tower collapsed, killing 98 people in one of the deadliest building failures in modern American history.

Federal investigators concluded that two critical connections between garage columns and the pool deck began failing in early June 2021. As those connections weakened, other parts of the structure were forced to carry loads they were never designed to support.

The findings come nearly five years after the Surfside disaster, which The Florida Pundit covered extensively as rescue crews searched for survivors and officials investigated the cause of the collapse.

The result was a progressive collapse that unfolded over time before ending in catastrophe.

“When building structures are designed and built to required codes and standards, they have margins against failure,” said Judith Mitrani-Reiser, who co-led the federal investigation. “In the case of Champlain Towers South, these margins against failure were too narrow from the start.”

BUILDING WAS VULNERABLE FROM THE BEGINNING

Investigators found the building suffered from structural deficiencies dating back to its original design and construction in the late 1970s.

According to the report, portions of the structure failed to meet building code requirements in place at the time. In some areas, the design provided less than half the strength required by code standards.

Federal investigators also found that construction did not fully follow the original design plans. Large planters were added to the pool deck, increasing loads on an already vulnerable structural system.

Later renovations around the pool area, including the addition of sand and pavers, further increased pressure on the deck.

The report concluded that the combination of inadequate design, construction deviations, decades of wear, and added weight contributed to the collapse.

WARNING SIGNS EMERGED BEFORE THE DISASTER

The investigation found evidence that structural distress became increasingly visible in the weeks leading up to the collapse.

Photographs taken before the disaster showed significant cracking in planter walls and surrounding concrete structures near the pool deck.

Investigators determined that one planter detached from the pool deck less than 24 hours before the collapse.

About one week before the disaster, residents reported worsening water intrusion in the parking garage. By the night of the collapse, one witness described water pouring from the ceiling “like a faucet.”

Residents who survived described seeing portions of the pool deck collapse in sequence, comparing the process to a row of falling dominoes.

Others reported hearing loud noises resembling a jet engine and feeling sudden bursts of air inside the building moments before the tower came down.

SURFSIDE TRAGEDY CHANGED FLORIDA LAW

The collapse of Champlain Towers South shocked South Florida and drew international attention.

Among the victims were members of the region’s large Orthodox Jewish community, international visitors, and families from several countries.

Following the disaster, Florida lawmakers enacted sweeping condominium safety reforms requiring milestone inspections and reserve funding for major structural repairs.

The legislation was intended to prevent deferred maintenance issues from creating similar risks in aging condominium buildings across the state.

The new requirements have led to significant financial challenges for some condominium owners, prompting lawmakers to approve additional flexibility while maintaining safety standards.

LEGAL SETTLEMENT EXCEEDED $1 BILLION

The disaster also resulted in one of the largest legal settlements in Florida history.

A Miami judge approved more than $1 billion in compensation for victims, survivors, and families affected by the collapse.

The companies responsible for the building’s original design and construction are no longer in operation.

The federal report marks the conclusion of one of the most comprehensive building-collapse investigations ever conducted in the United States.

More than five years after the tragedy, investigators say the evidence shows the warning signs were present long before the building’s final collapse.
